Odisha CM Directs Police to Prioritize Conviction Rates, Technology, and Public Service

State-level Conference of District Collectors and SPs Concludes.

Odisha Chief Minister Mohan Charan Majhi urged Superintendents of Police (SPs) to avoid succumbing to external pressures and focus on identifying true culprits while ensuring punishment in accordance with the law.


Speaking at the concluding session of a two-day state-level conference of District Collectors and SPs held at the Lok Seva Bhawan Convention Centre in Bhubaneswar, the CM highlighted the government’s top priority on maintaining law and order and controlling crime.

The conference, which began yesterday, aimed to foster coordination between administrative and police officials for better governance. In his address, Majhi stressed that District Collectors and SPs must work in tandem, ensuring development and security go hand in hand. He directed SPs to pay special attention to eight key areas to enhance police efficiency:

1. Develop a special strategy to increase conviction rates and consider establishing dedicated Investigation and Prosecution wings where needed.
2. Accept and register all complaints at police stations, with action against officers who fail to do so.
3. Conduct regular visits to police stations by SPs.
4. Function as a unified team with District Collectors.
5. Adopt zero tolerance for corruption, lead by example in integrity, and inspire subordinates.
6. Avoid harassing innocent civilians unnecessarily.
7. Provide training to station-level officers on the new laws: Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita, and Bharatiya Sakshya Adhiniyam.
8. Leverage technology extensively to stay one step ahead of criminals’ tactics.

Expressing satisfaction with Odisha Police’s performance, the CM noted that since his government assumed office, the force has efficiently resolved sensitive and major crimes in short timeframes, earning acclaim for the state. He emphasized ongoing efforts to strengthen, modernize, and reform police operations. “Service along with security and assistance should be the primary duties of the police,” Majhi said, calling for friendly behavior toward the public at police stations.

The CM further outlined visions for a developed Odisha, underscoring the need for a peaceful environment to attract investors. He advised officials to resolve minor issues promptly to prevent disruptions in infrastructure projects. Additional goals include making Odisha completely Naxal-free by 2026, eradicating illegal narcotics trade, land mafia activities, and economic crimes. He also called for regular checks and patrolling in accident-prone areas, focusing on speeding and drunk driving, and enhanced coastal security through coordination with the Coast Guard and Navy to curb infiltrators.

Chief Secretary Manoj Ahuja highlighted the new government’s initiatives for police modernization, including increased manpower, equipment, and institutional strengthening, backed by higher funding approvals from the CM. Additional Chief Secretary (Home) Satyabrata Sahu described District Collectors and SPs as “two sides of the same coin” and the “eyes and ears” of the government, emphasizing the need for constant coordination. He noted that all proposals from the Home Department for bolstering Odisha Police are being swiftly approved by the CM.

Director General of Police Yogesh Bahadur Khurania, in his welcome address, discussed advancements in security measures, crime control, and technology-based monitoring systems. He advised SPs to prioritize collaborative efforts, information sharing, and ground-level oversight for robust law and order in the future.

The event was attended by CM’s Advisor Prakash Mishra, Development Commissioner Anu Garg, and senior officials from the state police and administration.
