The Election Commission of India (ECI) has rolled out a robust enforcement strategy for the upcoming General Election to the Legislative Assembly of Bihar, 2025, along with bye-elections in eight assembly constituencies.

With the Model Code of Conduct (MCC) now in full effect, state and union territory governments have been instructed to ensure stringent compliance to maintain a level playing field.

To bolster vigilance, the ECI has deployed 824 flying squads across Bihar. These squads are tasked with responding to complaints reported through the C-VIGIL app within a strict 100-minute timeframe, ensuring swift action against any electoral malpractices.

As of November 3, 2025, enforcement agencies have seized illicit inducements valued at over Rs 108.19 crores. This includes Rs 9.62 crores in cash, liquor worth Rs 42.14 crores (equivalent to 9.6 lakh litres), drugs valued at Rs 24.61 crores, precious metals amounting to Rs 5.8 crores, and other freebies exceeding Rs 26 crores. These seizures result from a coordinated effort involving multiple enforcement agencies across various states and union territories.

The ECI has emphasised the need for enforcement authorities to vigilantly monitor and curb the movement of cash, drugs, liquor, and other inducements during the election period. However, the Commission has also directed that ordinary citizens should not face inconvenience or harassment during inspections and checks.

Citizens and political parties are encouraged to report MCC violations using the C-VIGIL app available on ECINET. Additionally, a 24×7 complaint monitoring system has been established, including a dedicated call centre reachable at 1950, where complaints can be lodged with the concerned District Election Officer (DEO) or Returning Officer (RO) for immediate attention.

This proactive approach underscores the ECI’s commitment to free, fair, and transparent elections in Bihar.
