The Odisha Government has suspended internet services in parts of Cuttack district following violent clashes between two groups during the Goddess Durga idol immersion procession on Saturday night.

Internet Ban to Curb Misinformation

As per an official notification issued by Additional Chief Secretary (Home Department) Satyabrata Sahu, the use of social media platforms like WhatsApp, Facebook, X (formerly Twitter), Instagram, and other online communication channels has been restricted.

The suspension came into effect from 7 PM on October 5 and will remain in force until 7 PM on October 6 in areas under Cuttack city.

The order was issued under Section 5(2) of the Indian Telegraph Act, 1885, read with Rule 2(1) of the Temporary Suspension of Telecom Services (Public Emergency/Public Safety) Rules, 2017.

Areas and Services Affected

The restrictions apply to all:

  • Mobile data and broadband internet

  • Social media apps (WhatsApp, Facebook, Instagram, Snapchat, etc.)

  • Dial-up and other digital communication systems

The suspension covers the Cuttack Municipal Corporation area, the Cuttack Development Authority area, and the 42 Mauza region.

Clashes During Immersion Procession

The violence began around 1:30 AM on Saturday near Hatipokhari, when members of the Jhanjhirimangala Puja Committee were taking out their immersion procession. Tension erupted after locals objected to a song being played, leading to arguments that escalated into stone-pelting and bottle-throwing.

Several shops and vehicles were damaged in the clashes. The Jhanjhirimangala Bhagabat Puja Committee’s procession had to halt, while the Rausapatna Durgakali procession moved ahead. However, fresh violence broke out near Darghabazar police station, where some locals allegedly attacked the participants of the Rausapatna procession.

Police Injuries and Security Measures

In the ensuing chaos, Cuttack DCP Rishikesh Khilari sustained an eye injury, along with several police personnel. Authorities immediately halted all processions and deployed heavy police forces across the city to prevent further disturbances.

Cuttack Bandh Called by VHP

Meanwhile, the Vishwa Hindu Parishad (VHP) has announced a 12-hour Cuttack bandh on October 6 (Monday) in protest against the violence. Police have urged residents to maintain peace and cooperate with law enforcement.
