Odisha Cracks Down on Illegally Modified DJ Vehicles Amid Rising Safety Concerns

To curb the growing menace of dangerously modified DJ vehicles, the Office of the Transport Commissioner-cum-Chairman, State Transport Authority, Odisha, has issued Circular-02/2025, mandating strict enforcement against unauthorized structural and electrical modifications that violate the Motor Vehicles Act, 1988 and Central Motor Vehicles Rules, 1989.


The circular highlights a surge in vehicles—particularly DJ vans and buses—operating with illegal alterations such as excessive dimensions, high-intensity LED and laser lights, and powerful audio systems. These modifications not only breach safety norms under AIS-008 and AIS-052 but also pose serious risks to public safety.

Recent incidents underscore the urgency: a DJ van in Cuttack caught fire in May 2025 due to a short-circuit in its AC-powered lighting system, injuring two passengers. In March 2024, a DJ bus overturned in Bargarh district, injuring 15, and in November 2023, a fatal collision near Ganjam claimed two lives due to blinding strobes.

The circular mandates immediate action under Sections 190(2), 182A(4), and 56(4) of the MV Act, including cancellation of Fitness Certificates and seizure of non-compliant vehicles. Enforcement officers are instructed to document violations with photo and video evidence, especially during festivals and night operations.

The directive aligns with Odisha’s flagship road safety campaign, “COME HOME SAFE,” which promotes responsible driving and public awareness. Citizens are urged to avoid hiring such vehicles and report violations to transport authorities.
