Odisha Govt Launches “Staff Suggestion Scheme” to Drive Innovation in Governance

The Government of Odisha, through its General Administration & Public Grievance (GA & PG) Department, has rolled out the “Staff Suggestion Scheme”, an innovative online platform aimed at fostering participatory governance, collaboration, and innovation among state employees.


Developed by the Centre for Modernising Government Initiative (CMGI), the portal allows government staff with valid HRMS IDs to submit ideas, view and rate suggestions, and participate in discussions through likes, dislikes, and comments.

A unique feature of the initiative is that any suggestion receiving 1,000 or more likes will be recognized as an Emerging Suggestion and forwarded to the relevant department for evaluation.

Each department will constitute a Suggestion Evaluation Committee, comprising senior officers and a designated nodal officer (not below the rank of Joint Secretary), to assess the feasibility, scalability, and potential impact of suggestions. Viable ideas may be translated into policies, schemes, or process improvements, with employees invited to present their proposals in consultation forums.

The scheme also emphasizes cross-departmental collaboration, encouraging knowledge-sharing and innovation across government sectors. Outstanding suggestions and high-quality comments will be rewarded to boost participation.

The GA & PG Department will serve as the nodal authority, while CMGI will provide technical support, training, and helpdesk services. Departments have been directed to nominate nodal officers, set up evaluation committees within 15 days, and actively promote the initiative.

By harnessing the collective wisdom of its workforce, the Odisha Government aims to create a more responsive, accountable, and innovative governance framework.
