Odisha Govt Mandates Transgender Inclusion in State Recruitment Forms

A Step Toward Inclusivity: Odisha Aligns with Transgender Persons (Protection of Rights) Act, 2019

In a progressive move to promote inclusivity, the Government of Odisha has issued a directive to all its departments to include “Transgender” as a separate gender category in application forms for state government recruitment.


The directive, issued by the Department of Social Security & Empowerment of Persons with Disabilities (SSEPD) under Commissioner-cum-Secretary R.S. Gopalan, IAS, reinforces compliance with the Transgender Persons (Protection of Rights) Act, 2019.

The communication, dated August 16, 2025, references prior directives from 2020 and 2023, urging departments to amend examination rules and ensure that all forms—both online and offline—include a specific column or box for “Transgender” alongside other gender options. This step aims to eliminate discrimination against transgender individuals in employment opportunities and aligns with the 2019 Act’s mandate for equal treatment.

The SSEPD has requested all departments to report their compliance to facilitate record-keeping, emphasising the state’s commitment to fostering an inclusive environment for transgender persons. This directive is seen as a significant stride toward recognising and protecting the rights of the transgender community in Odisha’s public sector.

The move has been welcomed by activists and community leaders, who view it as a crucial step in breaking down systemic barriers. “This is a landmark decision that acknowledges the identity and rights of transgender individuals,” said Priya Mohanty, a local transgender rights advocate. “It sets a precedent for other states to follow.”

Odisha’s initiative reflects a broader push for inclusivity in India, where transgender rights have gained increasing attention since the 2019 Act was passed. The state’s proactive approach could inspire similar measures nationwide, ensuring that marginalised communities have equitable access to opportunities.
