The Odisha Cabinet, chaired by Chief Minister Mohan Charan Majhi on Wednesday, approved five significant proposals spanning governance reforms, infrastructure development, and technological advancement.

1. Upper Age Limit for Government Jobs Increased to 42 Years

In a major relief for government job aspirants, the Cabinet approved amendments to the Orissa Civil Service (Fixation of Upper Age Limit) Rules, 1989, raising the upper age limit for entry into state government service from 32 to 42 years. This relaxation, however, excludes uniformed services such as Police, Fire Services, Forest, Excise, and others where specific physical efficiency criteria and age limits are applicable.

The decision follows repeated representations from various stakeholders requesting increased age flexibility to accommodate overaged aspirants. The government stated that this move would ensure wider participation in upcoming recruitment drives. Additionally, age relaxations for SC, ST, SEBC, women, ex-servicemen, and PwD candidates will continue as per existing provisions.

2. Concession Agreement Approved for JSW Utkal Steel’s Captive Jetty

The Cabinet also approved a Concession Agreement between the Odisha government and JSW Utkal Steel Ltd. for the development of a Captive Jetty at Jatadhar Muhan. The project aims to strengthen the state’s port infrastructure and support the logistics needs of the steel sector, boosting industrial growth and local employment.

3. Creation of Odisha Ophthalmic Service Rules, 2025

To streamline recruitment and service conditions in the eye care sector, the Cabinet approved the Odisha Ophthalmic Service (Methods of Recruitment and Conditions of Service) Rules, 2025. This move is aimed at improving the quality and availability of ophthalmic services across the state through structured cadre management.

4. Development Works at Mahima Gadi, Joranda

In a culturally significant decision, the state approved development works in Mahima Gadi and the construction of a new Bhavya Sunya Mandapa at Joranda in Dhenkanal district. This long-awaited project seeks to enhance pilgrimage tourism and local economic development while fulfilling the aspirations of the local community.

5. Odisha Artificial Intelligence Policy 2025 Approved

Marking a strategic step towards digital transformation, the Cabinet greenlit the Odisha Artificial Intelligence Policy 2025. The policy envisions leveraging AI to improve public service delivery, stimulate innovation, enhance governance, and ensure inclusive socio-economic growth. The initiative will position Odisha as a forward-looking, tech-driven state in the coming years.
