Bhubaneswar Inter-Basti Cricket League 2025: A Beacon of Community Policing and Talent Development

Commissionerate Police’s Initiative Brings Slum Communities Together Through Sports

In a groundbreaking effort to strengthen ties between law enforcement and slum communities, the Commissionerate Police, Bhubaneswar-Cuttack, successfully concluded the Bhubaneswar Inter-Basti Cricket League on May 2, 2025.


Held from April 21 to May 2, the tournament brought together 40 teams from 38 focus bastis (slum settlements) in Bhubaneswar Revenue Circle, fostering unity, reducing crime, and uncovering hidden talents in sports, education, art, and culture.

The initiative, spearheaded by the Commissionerate Police, aimed to create a crime-free environment, curb petty quarrels, and promote social harmony within slum communities. By leveraging the universal appeal of cricket, the event provided a platform for residents to engage positively with law enforcement, build trust, and showcase their potential. The tournament culminated in a vibrant closing ceremony attended by dignitaries, community leaders, and enthusiastic participants, marking a significant step toward inclusive community policing.

A Grand Celebration of Unity and Talent

The closing ceremony was graced by Bibhuti Bhusan Jena, Minister of Commerce, Transport, Steel & Mines, Government of Odisha, as the Chief Guest. Addressing the gathering, he lauded the initiative’s impact and pledged to extend its reach across Odisha. “This tournament is a shining example of how sports can bridge gaps and create opportunities for underprivileged communities. We will support its expansion to other regions,” he said while presenting the championship trophy to Nehru Basti, the winning team, and the runners-up trophy to Birsa Munda Basti.

The event was enriched by the presence of senior police officials and community leaders. Narasingha Bhol, IPS, Additional Commissioner of Police, Bhubaneswar-Cuttack, delivered the welcome address and introduced the guests. Dr. Umashankar Dash, IPS, DIGP Fire Services & Home Guards, highlighted the vital contributions of basti residents to nation-building, from construction to sanitation services. He emphasised the need for community participation to eliminate crime and substance abuse, stating, “The active involvement of basti residents is crucial for creating safer, healthier communities.”

Dr. S. Devdatta Singh, IPS, Commissioner of Police, Bhubaneswar-Cuttack, commended the participants and organisers for their dedication. He reiterated his commitment to the “Basti Ku Chala” vision, aimed at making Bhubaneswar a crime-free city, and distributed prizes to the participants. The ceremony concluded with a vote of thanks by Jagmohan Meena, IPS, Deputy Commissioner of Police, Bhubaneswar, who praised the collective efforts of the police and basti communities in making the event a resounding success.

Other dignitaries on the dais included Pinak Mishra, IPS, DIG STF, CID CB; Sri Jagannatha Pradhan, a noted social worker; and Bandita Pal, Corporator, whose presence underscored the event’s significance.

More Than Just a Game

The Inter-Basti Cricket League was more than a sporting event—it was a movement to empower underprivileged youth and foster a sense of belonging. By engaging residents in a positive activity, the initiative addressed social challenges such as petty crimes and substance abuse, which often plague slum areas. The tournament provided a safe space for young talents to shine, with many participants showcasing exceptional skills in cricket and expressing aspirations to pursue sports professionally.

Beyond athletics, the event served as a platform to identify potential in education, art, and culture. Organisers worked closely with community leaders to encourage participants to explore opportunities for personal growth and development. The initiative aligned with the broader goals of community policing, emphasising collaboration, trust, and mutual respect between the police and residents.

A Model for Community Policing

The success of the Bhubaneswar Inter-Basti Cricket League has set a precedent for community-driven initiatives across India. By harnessing the power of sports, the Commissionerate Police demonstrated how innovative approaches can address complex social issues. The tournament not only reduced tensions in slum communities but also created a sense of pride and unity among participants.

As Dr. Singh noted, “This league is a testament to what we can achieve when we work together. It’s not just about cricket—it’s about building a brighter, safer future for our city.” The event’s impact is expected to resonate beyond Bhubaneswar, inspiring similar initiatives in other parts of Odisha and India.

Looking Ahead

With the promise of continued support from the state government and police leadership, the Inter-Basti Cricket League is poised to become an annual event, with plans to expand its scope to include more bastis and diverse activities. The initiative has laid a strong foundation for sustainable community policing, proving that collaboration and creativity can transform lives.

The Bhubaneswar Inter-Basti Cricket League stands as a shining example of how sports can unite communities, reduce crime, and empower the marginalised. As Nehru Basti celebrated their victory and Birsa Munda Basti vowed to return stronger, the true winners were the bonds forged and the hope kindled for a better tomorrow.
