Odisha’s New IT Policy to Boost Jobs, Offer Incentives to Tech Firms

Bhubaneswar: The BJP-led Odisha government is set to introduce a new IT policy aimed at attracting technology firms, boosting employment, and positioning the state as a major IT hub. The policy will offer financial incentives, tax exemptions, infrastructure support, and R&D funding to encourage investments in the sector.

A key feature of the Odisha IT Policy 2025 is an employment-linked incentive where firms will receive ₹25,000 per local hire, with a cap of ₹50 lakh per company over five years. This initiative seeks to generate more IT jobs while making Odisha a business-friendly destination.

Key Highlights of the Draft IT Policy

  • Subsidies & Infrastructure Support: Ready-to-use land, subsidized office space, and internet bandwidth reimbursement (up to ₹5 lakh per year for two years).
  • Tax & Power Benefits: Companies will get tax incentives, power concessions, and interest reimbursements on long-term loans.
  • R&D Investment: 50% reimbursement on research and development costs (capped at ₹10 crore) for academic institutions and R&D centers.
  • Support for Startups: A ₹1,000 crore fund for IT startups and deep-tech firms, offering equity investments, convertible debentures, and project grants.
  • Simplified Regulations: IT firms will be exempt from routine labour inspections and allowed to self-certify compliance records, except in cases of specific complaints.

The Odisha government is optimistic that these policy reforms will enhance the state’s IT ecosystem, drive innovation, and attract leading technology firms, creating a stronger digital economy for the future.
