As the border dispute over the Kotia region intensifies, the Odisha government has adopted a two-pronged strategy to safeguard its territory.

The state has convened an all-party meeting scheduled for Saturday to forge a united political front, while simultaneously escalating its legal battle by filing a contempt of court petition in the Supreme Court against the Andhra Pradesh government’s recent election maneuvers.

Revenue and Disaster Management Minister Suresh Pujari announced that the state is seeking the counsel and cooperation of all political parties to find a lasting solution to the Kotia crisis. The collaborative effort aims to pool experience and strategies to counter Andhra Pradesh’s aggressive posturing in the border villages.

Development Push to Counter Andhra’s Influence

To solidify its presence and support the residents of Kotia, the Odisha government is fast-tracking multiple developmental schemes. Minister Pujari highlighted that comprehensive projects across tourism, education, and healthcare are currently being implemented in the region. Residents are actively receiving state benefits, including the Subhadra Yojana, ration cards, and other essential government services, serving as a strategic countermeasure against Andhra Pradesh’s attempts to woo the local populace.

Legal Escalation in the Supreme Court

The immediate trigger for the renewed friction is a notification issued by the Andhra Pradesh government to conduct Sarpanch and Samiti Member elections within the Kotia Gram Panchayat. Odisha views this as a direct violation of the status quo mandated by the Supreme Court.

In response, the Rayagada District Collector filed a formal contempt case in the apex court, which was officially registered on Friday (Diary No. 66727/26). The petition explicitly names several high-ranking officials from Andhra Pradesh for violating the court’s earlier directives, including:

  • G. Sai Prasad, Chief Secretary, Andhra Pradesh
  • Anil Chandra Punetha, State Election Commissioner
  • Kumar Biswajeet, Home Secretary
  • Mutala Raju, Panchayati Raj Secretary
  • VRK Teja, Director of Panchayati Raj
  • NP Ravi Shankar Reddy, Collector, Parvatipuram Manyam District

Historical Stance on Kotia

The Odisha government maintains that the Kotia Gram Panchayat has been an integral and inseparable part of the state since its formation in 1936. The border dispute originally reached the Supreme Court in 1968, leading the court to order a strict maintenance of the status quo—meaning neither state could alter the administrative reality on the ground.

Although the original suit was dismissed in 2006, Odisha asserts that the foundational status quo remains legally binding. By issuing an election notification, Andhra Pradesh has breached this understanding, prompting Odisha to vigorously defend its territorial jurisdiction both on the ground through expedited development and in the highest court of the country.
