In one of the most extensive administrative realignments of the year, the Government of Odisha’s Finance Department issued a series of notification orders executing massive transfers across multiple tiers of the state’s financial, tax enforcement, and treasury apparatus.
The notifications, issued by order of the Governor, impact over 100 officers spanning senior and mid-level cadres: Odisha Finance Service (OFS)—including Special Secretary Grade (SSG), Senior Administrative Grade (SAG), Senior Grade (SG), and Senior Branch (SB-I)—alongside the Odisha Taxation & Accounts Service (OT&AS).
High-Level OFS Cadre Realignment
The top-tier reshuffle places seasoned administrators in pivotal state-level bodies, administrative departments, and tax enforcement domains:
- Special Secretary & Senior Administrative Grades (SSG / SAG):
- Sanjeeb Kumar Singh, OFS(SSG), transitions from Additional CEO (Finance) at ORMAS to Director (Finance) at the Odisha Forest Development Corporation (OFDC).
- Sasmita Puhan, OFS(SAG), shifts to Additional Director at the Odisha State AIDS Control Society.
- Shanta Mishra, OFS(SAG), becomes Additional Secretary in the Convergence Cell of the Planning & Convergence Department.
- Pradyumna Kumar Mahakud, OFS(SAG), moves as FA-cum-Additional Secretary to the Panchayati Raj & Drinking Water Department.
- Kumar Ajaya Sethi, OFS(SAG), assumes the role of Additional Director (Finance) in the Directorate of Geology & Mines.

- Taruna Kumar Panda becomes Chief Finance Officer (Vigilance) at the State Vigilance Directorate, Kataka.
- Pusparani Toppo is posted as FA & CAO in the Directorate of Elementary Education, Bhubaneswar.
- Prasanta Kumar Mishra takes charge as Joint Commissioner, CT & GST Circle, Bhubaneswar-IV.
- Jyotirmay Nayak moves as GM (Finance) to the Odisha Computer Application Centre (OCAC).
- Sunanda Sarangi is posted as Treasury Officer, District Treasury, Puri.
- Senior Branch (SB-I) Assignments:
- Rajeswar Nayak becomes Deputy Commissioner, CT & GST, Raurkela II Circle.
- Rashmi Kerai transitions to AFA-cum-Deputy Secretary, Sports & Youth Services Department.
- Arun Kumar Pradhan moves to Deputy Commissioner, CT & GST Enforcement Unit, Raurkela.
- Ratikant Jena is posted as Deputy Commissioner, CT & GST (Audit), Bhubaneswar-I Circle.
Grassroots & Tax Enforcement Operations
Simultaneously, the reshuffle extends to OT&AS officers and local finance managers to strengthen grass-roots financial administration and revenue monitoring:
- Mitrabhanu Nayak transitions to CT & GST Officer, Jajpur Circle.
- Radhanath Sahoo assumes charge as Block Finance Officer, Khordha Block.
- Chinmayee Bhoi shifts to Accounts Officer, Directorate of Health Services, Bhubaneswar.
- Ranjan Kumar Urma is assigned as CT & GST Officer, CT & GST Enforcement Range, Bhabanipatna.
- Manoj Kumar Behura takes over as Sub-Treasury Officer, Daspalla Sub-Treasury, Nayagada.
Statutory Empowerments & Tight Relieving Timeline
The notification explicitly grants statutory authority under the tax framework. Officers posted as Additional Commissioners, Joint Commissioners, and Deputy Commissioners of CT & GST are formally appointed as Additional, Joint, and Deputy Commissioners of State Tax under Section 3 of the Odisha Goods and Service Tax (OGST) Act, 2017, and the Odisha Value Added Tax (OVAT) Act, 2004, authorizing them to exercise enforcement and administrative powers in their assigned jurisdictions.
To maintain administrative continuity without delay, the Finance Department has established a strict deadline. All transferred officers must be relieved from their present stations by October 8, 2026 (Afternoon), failing which they will be deemed automatically relieved from their duties.
