The Odisha Legislative Assembly’s Budget Session will commence on February 17, 2026, in Bhubaneswar, with stringent multi-layered security measures enforced to ensure smooth proceedings.
The session, spanning two phases from February 17 to April 8, includes the Governor’s address on the opening day and the presentation of the state budget for 2026-27 by Chief Minister Mohan Charan Majhi on February 20.
Tight Security Deployment
Commissionerate Police has implemented a robust three-tier security arrangement around the Assembly complex. A total of 35 platoons of police force have been deployed, supplemented by specialised units including striking forces, Special Tactical Units (STU), bomb disposal squads, dog squads, and fire services.
The operation is overseen by Police Commissioner Suresh Dev Datta Singh, with DCP Jagamohan Meena and other senior officers conducting on-site inspections on February 16. Under their supervision, the deployment includes, 7 Additional DCPs, 24 ACPs, 27 Inspectors & 110 SIs and ASIs.

Plainclothes police personnel have also been positioned at key points, including Gandhi Marg and other checkpoints.
Extensive CCTV surveillance covers the entire Assembly area, with temporary police control rooms established to monitor all activities in real time. In case of any untoward incident, alarm systems and gate-closing mechanisms are in place for immediate response.
Traffic Restrictions in Bhubaneswar
To maintain public safety and vehicular flow during the session (in two phases: February 17–24 and March 9–April 8), the Commissionerate Police has imposed restrictions under relevant sections of the Odisha Urban Police Act, 2003, and related regulations.
Key diversions include:
- Vehicles from Housing Board Square towards Rabindra Mandap must proceed via left side from Keshari Talkies Square.
- Traffic from AG Square towards PMG Square must divert via the right-side road near Indira Gandhi Park at Jaydev Bhawan.
- Vehicles from Master Canteen Square will use left or right routes from Lower PMG Square.
- Those heading from 120 Battalion Square to Rabindra Mandap must go via Power House Square.
- Traffic from Lok Seva Bhawan Square towards MLA Colony and Rabindra Mandap must route through Shastri Nagar Square.
These curbs do not apply to emergency vehicles (police, fire, ambulances) or authorised official vehicles heading to the Assembly, Secretariat, or other government offices.
The comprehensive arrangements aim to facilitate secure legislative proceedings while minimising disruptions in the capital.
