OMSA to Continue Agitation Defying ESMA; OPD Services Disrupted Across Odisha

The Odisha Medical Services Association (OMSA) has announced that it will continue its agitation indefinitely, refusing to comply with the Essential Services Maintenance Act (ESMA) imposed by the state government.


Despite the government’s move to enforce ESMA to restore normal healthcare services, OMSA has taken a firm stand against the directive. The association’s decision has raised serious concerns over the continued disruption of medical services across the state.

OPD Services Hit, Emergency Care Only

As a result of the ongoing protest, Outpatient Department (OPD) services at government hospitals remain completely suspended, while only emergency medical services are being provided. This has caused widespread inconvenience to patients and their families.

Hospitals in Bhubaneswar as well as several district headquarters are witnessing long queues, with patients waiting for hours outside medical facilities. Many patients are being forced to return without receiving treatment.

Vulnerable Communities Most Affected

The disruption has had a severe impact on economically weaker sections and patients from rural areas, who depend heavily on government hospitals for affordable healthcare. Families accompanying patients are also facing significant hardship due to uncertainty and delays.

Standoff Between Government and Doctors Continues

While the state government aims to ensure uninterrupted healthcare services by invoking ESMA and ending the strike, OMSA’s firm decision to continue the agitation has further complicated the situation.

The future course of the protest and its impact on public health services remains uncertain, as discussions between the government and the doctors’ association have yet to yield a resolution.
