Odisha Chief Minister Mohan Charan Majhi today launched the Odisha Pharmaceutical and Medical Devices Policy 2025 at the Odisha Pharma Summit 2025 held at Hotel Taj Vivanta in Bhubaneswar, marking a significant milestone in the state’s industrial diversification.
In a major boost to the sector, 45 Memorandums of Understanding (MoUs) worth ₹6,263 crore were signed in the presence of the Chief Minister. These agreements are projected to generate 38,406 direct employment opportunities. Of these, 32 MoUs are for pharmaceutical units, 12 for medical devices manufacturing, and one for a landmark industrial park proposal.

The Chief Minister also laid the foundation stone for a dedicated Pharma Park and a Medical Devices Park in Khordha district, aimed at creating world-class infrastructure for high-quality drug production and advanced medical equipment manufacturing.

Addressing the summit, CM Majhi emphasised Odisha’s readiness to become a leading pharma hub in eastern India. “In just one and a half years, our state has successfully diversified its industries. Today marks the beginning of a new chapter in the pharma sector. In the coming years, Odisha will touch new heights in pharmaceuticals,” he said.

He highlighted the state’s investor-friendly ecosystem, abundant resources—including mineral wealth, three major ports, excellent connectivity, surplus power, and skilled manpower—and commitment to non-traditional sectors like green energy, fintech, electronics, and now pharmaceuticals.

“The new policy is one of the best in the country, offering incentives for research, capital investment, infrastructure, and employment. Odisha is fully prepared to provide everything the pharma industry needs,” Majhi added, expressing confidence that Odisha’s products will be globally competitive in quality and affordability.
Industries Minister Sampad Chandra Swain described the summit as a reflection of Odisha’s development-focused industrialisation strategy, combining progressive policies, dedicated parks, and skilled human resources.

The event was attended by key dignitaries, including MLA Durga Prasanna Nayak, Chief Secretary Manoj Ahuja, Development Commissionercum-ACS Anu Garg, and other senior officials.
With these initiatives, Odisha is poised to integrate into the global pharma value chain, aligning with national goals of making India the “Pharmacy of the World” while creating sustainable growth and employment for its people.
