Odisha Kicks Off By-Elections to Fill 1,134 Vacant PRI Posts

The Odisha State Election Commission has set the wheels in motion for by-elections and fresh elections to address 1,134 vacant posts across the state’s three-tier Panchayati Raj Institutions (PRIs).


This democratic exercise aims to fill critical gaps in local governance, ensuring representation in rural areas. The vacancies include 5 Zilla Parishad Members, 41 Panchayat Samiti Members, 45 Sarpanches, 272 Ward Members, and 771 wards that will undergo fresh elections due to a lack of nominations in the 2022 Panchayat Elections.

The absence of candidates in the 771 wards during the 2022 elections was primarily due to their reservation for specific categories, which led to no nominations being filed. To resolve this, District Collectors have de-reserved these wards, paving the way for fresh elections. The process is expected to strengthen the grassroots democratic framework by ensuring every ward has elected representatives.

According to the Secretary of the State Election Commission, Odisha, the electoral process is meticulously planned to ensure transparency and efficiency. The splitting of electoral rolls for the concerned wards, based on the latest Electoral Rolls prepared by the Election Commission of India, will commence from April 17 to April 22, 2025. On April 24, ward-wise preliminary electoral rolls will be published at Gram Panchayat headquarters, allowing public scrutiny. Citizens can file objections and claims until April 30, with a summary inquiry scheduled between May 2 and May 5 to address these. The final electoral rolls will be published on May 6, and two authenticated copies of the final manuscript will be submitted to the State Election Commission by May 9.

This electoral exercise is a significant step toward reinforcing Odisha’s rural governance structure. The by-elections and fresh polls will ensure that local bodies are fully functional, enabling better implementation of development schemes and addressing community needs. Political observers note that the elections could also reshape local power dynamics, with parties intensifying their campaigns to secure these crucial posts.

The State Election Commission has urged citizens to participate actively, emphasizing the importance of a robust voter turnout to uphold democratic values. As Odisha prepares for this electoral milestone, all eyes are on the smooth execution of the process and its impact on the state’s rural landscape.
