Odisha Greenlights Rs 3,878.86 Crore Investments, Set to Create 10.5K+ Jobs Across 11 Districts

17 Projects Approved Across Key Sectors Including Plastics, Textiles, ESDM, Food Processing, Power, Tourism, Logistics, Chemicals and Steel

In a significant boost to the industrial landscape of Odisha, the 137th State Level Single Window Clearance Authority (SLSWCA), chaired by Chief Secretary Manoj Ahuja, has approved 17 investment proposals totalling ₹3,878.86 crore, expected to create 10,584 new job opportunities across 11 districts in Odisha.


The approved projects cover a variety of sectors, including Plastics, Technical Textiles, Textiles & Apparel, Electronics System Design and Manufacturing (ESDM), Food Processing, Power & Renewable Energy, Tourism, Logistics & Infrastructure, Chemicals, and Steel. This diverse range reflects the state’s commitment to fostering broad-based and inclusive industrial development. This strong momentum marks a significant chapter in the government’s first year in office and aligns with its long-term vision of “Samruddha Odisha by 2036.”

The Plastics sector continues to attract considerable investor interest, with six major proposals. Greenwave Circularity Private Limited plans to establish a facility for manufacturing recycled flakes, pellets, and resin in Khordha, with a capacity of 404,150 metric tons and an investment of ₹650.23 crore, generating 600 jobs. Gurumaharaj Mining & Industries Private Limited will invest ₹239.07 crore to manufacture underground pipelines (UGPL), with an annual capacity of 250,000 meters, creating 860 jobs in Khordha. Supreme Industries Limited will set up a unit for plastic products in Cuttack with an investment of ₹175 crore, generating 165 jobs. Lucro Plastecycle Private Limited intends to establish a unit for post-consumer plastic recycled granules and products in Jagatsinghpur, investing ₹100 crore and creating 1,615 jobs. Finally, Royal Touch Fablon Private Limited plans to manufacture polypropylene (PP) woven sacks, bags, and yarn liners in Balasore with an investment of ₹60.78 crore, generating 600 jobs.

In the Textiles and Apparel sector, MAS India Clothing Private Limited will invest ₹885 crore to establish a textile processing mill (Fabric Mill–1) in Khordha, creating 1,700 employment opportunities. Furthermore, Isolloyd Engineering Technologies Limited will set up a manufacturing unit for ceramic fibre and related products in Jajpur with an investment of ₹51 crore, generating 175 jobs in the technical textile segment.

The Electronics System Design and Manufacturing (ESDM) sector is also growing in Odisha with two major proposals. Heraeus Technologies India Private Limited will establish an advanced manufacturing unit for metallurgical sensors, instruments, and allied accessories at EMC Park, Info Valley, Khordha, with an investment of ₹188.46 crore, generating 400 jobs. Additionally, Addsoft Technologies Pvt Ltd will set up a facility in Cuttack for manufacturing LED TVs, IoT devices, interactive panels, self-service kiosks, and video wall systems, investing ₹112 crore and creating 330 employment opportunities.

In the Food Processing and Allied Sectors, Ganesh Consumer Products Limited is set to establish a 48,000 TPA roller flour mill in Khordha with an investment of ₹52.38 crore, creating 110 jobs. Ranisati Green Biofuels Private Limited will also set up a 100 KLPD grain-based ethanol plant in Harbhanga, Boudh, with an investment of ₹110 crore, which is expected to generate 260 employment opportunities.

In the Power and Renewable Energy sector, Iron Triangle Limited will invest ₹310.75 crore to create a 200 MWh Battery Energy Storage System in the Balangir district, resulting in 128 jobs. This initiative will strengthen Odisha’s commitment to a cleaner, energy-efficient industrial future.

The Steel sector is also receiving significant attention, with Samaleshwari Ferrometals Private Limited planning to expand its sponge iron plant into a 0.5 MTPA integrated steel plant in Sambalpur. This ₹400 crore project is expected to create 350 job opportunities.

In the Tourism sector, Raysons Enterprises Private Limited will establish an eco-resort named “Mayfair Hideout” in Balukhand, Gop block, Puri district, with an investment of ₹53 crore, creating 116 jobs. This project aligns with Odisha’s vision to promote sustainable and high-end tourism experiences.

The Logistics and Infrastructure sector is seeing two major proposals. Alpha Coal Beneficiation and Infrastructure LLP will establish a private freight terminal and coal washery under the Gati Shakti Multi-Modal Terminal Scheme in Sundargarh with an investment of ₹217.40 crore, generating 400 jobs. Additionally, Bhubaneswar Logipark Private Limited will set up a logistics park in Khurda with an investment of ₹218.80 crore, which is expected to create 2,700 jobs, significantly strengthening the state’s logistics backbone.

In the Chemicals and Allied Products sector, Special Blasts Limited will invest ₹54.99 crore to establish an explosives and accessories manufacturing unit in Talcher, Angul, generating 75 jobs.

Under the dynamic leadership of Chief Minister Mohan Charan Majhi, the Government of Odisha has reaffirmed its commitment to achieving its vision of a Samruddha Odisha by 2036. The state’s year-one milestones reflect that landmark industrial growth is not just a target but a product of strategic planning, expedited clearances, and investor-friendly policies. Each approved project contributes to Odisha’s growing industrial strength and its journey toward becoming a self-reliant, globally competitive economy.
