Odisha Govt Charts Major Steps for Growth of Odia Cinema Industry

Annual awards, OTT expansion, and a new film policy pave the way for industry revival

The Odia film industry, a vibrant pillar of Odisha’s cultural heritage, took centre stage today as the Department of Odia Language, Literature, and Culture organised a high-profile meeting at the Sanskruti Bhawan conference hall in Bhubaneswar.

Chaired by renowned actor and Digapahandi MLA Siddhant Mahapatra, the meeting brought together filmmakers, directors, actors, writers, musicians, and other stakeholders to discuss strategies for the comprehensive development, promotion, and global outreach of Odia cinema.


The agenda was ambitious, covering critical areas such as the regular conferment of the Odisha State Film Awards, infrastructure development, policy reforms, and the integration of digital platforms to amplify the industry’s reach. With a focus on fostering innovation and inclusivity, the meeting underscored the state’s commitment to nurturing both established and emerging talent in the Odia film ecosystem.

Key Discussions and Proposals

1. Odisha State Film Awards: A Structured Approach

A significant portion of the meeting was dedicated to revamping the Odisha State Film Awards, which recognise excellence across 33 categories. Stakeholders proposed ensuring the awards are conferred annually without fail, with a transparent selection process. Suggestions included expanding the jury to incorporate young art enthusiasts and professionals from the creative industry, increasing the prize money, and introducing additional award categories to honour diverse contributions.

To enhance accessibility and transparency, the creation of a dedicated website for the awards was proposed. This platform would serve as a comprehensive repository, detailing award criteria, nominated and winning films, and profiles of recognised artists. Such a move is expected to elevate the prestige of the awards and foster greater public engagement with Odia cinema.

2. New Film Policy and Financial Incentives

The formulation of a new Film Policy emerged as a cornerstone of the discussions. This policy aims to provide a robust framework for the sustainable growth of the industry, addressing challenges such as funding, distribution, and market access. Stakeholders called for government-backed financial incentives to support filmmakers, particularly those producing content rooted in Odisha’s rich cultural narratives.

The Odisha Film Development Corporation Limited (OFDC) was identified as a key institution to be strengthened. Proposals included streamlining its operations to make it more accessible to filmmakers and expanding its role in facilitating production and promotion. Additionally, plans to modernise the iconic Kalinga Studio were discussed, aiming to transform it into a state-of-the-art facility for film production.

3. Infrastructure and Audience Accessibility

To bolster the industry’s infrastructure, the meeting emphasised the need to increase the number of cinema halls across the state and ensure affordable ticket prices for audiences. The establishment of a dedicated film archive was also proposed to preserve Odisha’s cinematic legacy for future generations.

Recognising the growing influence of digital platforms, stakeholders advocated for special provisions to promote Odia content on OTT platforms and other digital mediums. This includes incentives for filmmakers to create high-quality digital content and collaborations with streaming services to showcase Odia films to a global audience.

4. Empowering the Next Generation

The meeting highlighted the importance of engaging young talent and audiences to sustain the industry’s growth. By involving youth in the award jury and encouraging films that resonate with contemporary social themes, the industry aims to remain relevant and dynamic. Additionally, stakeholders emphasised the creation of films based on authentic Odia stories to captivate audiences and strengthen cultural identity.

Voices from the Industry

The meeting saw active participation from prominent figures in Odia cinema, including actors Arindam Roy, Sritam Das, Sabyasachi Mishra, and Harihar Mahapatra, as well as actresses Archita Sahu, Pinky Pradhan, and Anu Choudhury. Music composers Debashish Mahapatra and Panchanan Nayak, along with former Doordarshan director Deepti Mishra, contributed valuable insights. Government officials, including Director of the Culture Department Bijay Ketan Upadhyaya, Special Secretary Deba Prasad Dash, Deputy Director Debayani Bhuyan, and Odisha Sahitya Akademi Secretary Chandrasekhar Hota, were also present, ensuring a collaborative approach between the industry and the administration.

Siddhant Mahapatra, in his closing remarks, expressed optimism about the future of Odia cinema. “This meeting marks a turning point for our industry. With collective efforts and government support, we can elevate Odia films to new heights, both within India and on the global stage,” he said.

The meeting signals a renewed commitment to transforming the Odia film industry into a dynamic, inclusive, and globally competitive sector.

By addressing systemic challenges, fostering innovation, and celebrating artistic excellence, Odisha is poised to reclaim its legacy as a hub of cinematic creativity. As the proposed initiatives take shape, the state’s film industry is set to shine brighter, captivating audiences with stories that reflect Odisha’s soul.
