Odisha’s Chief Secretary, Anu Garg, IAS, chaired a high-level meeting at Lok Seva Bhawan today to review the progress of ongoing Ease of Doing Business (EoDB) initiatives, including the District Business Reform Action Plan (DBRAP) 2025, Business Reform Action Plan (BRAP) 2026, and Deregulation Phase II.
The Chief Secretary stressed the need for faster industrial growth through process re-engineering, system integration, and enhanced inter-departmental coordination. She urged all departments to sustain the reform momentum achieved in previous cycles and ensure timely, coordinated, and outcome-focused implementation.
The meeting was attended by Heads of Departments from 24 key departments of the Government of Odisha.
Outlining the scope of the initiatives, Smt. Garg highlighted:
- DBRAP 2025: Comprising 154 reform points, it focuses on strengthening district-level approvals, inspections, and investor services for uniform implementation across the state and institutionalising EoDB at the grassroots.
- BRAP 2026: Covering reforms in nine key areas, with emphasis on process re-engineering, system integration, and better inter-departmental coordination to enhance regulatory efficiency and predictability.
- Deregulation Phase II: Targeting 23 priority areas and 7 optional areas, aimed at simplifying regulations, rationalising licences and compliance, and promoting trust-based governance.
The Chief Secretary called for greater collaboration among departments, effective use of institutional support mechanisms, and alignment of efforts to deliver measurable improvements in compliance ease, transparency, and efficiency.
Reaffirming the state’s commitment, the Government of Odisha reiterated its goal to strengthen the reform framework and position Odisha as a preferred destination for investment and enterprise.
Present in the meeting were Development Commissioner-cum-ACS Deoranjan Kumar Singh, ACS (Home, Industry, and I&PR) Hemant Sharma, ACS (Labour & ESI, Science & Technology) Chithra Arumugam, along with other Principal Secretaries and Commissioner-cum-Secretaries of various departments.
