Bhubaneswar: The Odisha Cabinet headed by Chief Minister Mohan Majhi on Thursday approved three major proposals and revised the OCS(RA) Rules, 2020.

The Cabinet sanctioned the transfer of equity shares to Adani Ports and Special Economic Zone Limited (APSEZ) from Shapoorji Pallonji Port Maintenance Private Limited and Odisha Stevedores Limited, along with the endorsement of a Revised Concession Agreement between the Directorate of Ports & IWT, C&T Department, and Gopalpur Ports Ltd (GPL). Additionally, the Cabinet revised the OCS(RA) Rules, 2020.
Gopalpur Ports Ltd received approval for the transfer of 95% of its equity shares to Adani Ports and Special Economic Zone Limited (APSEZ), comprising 56% from Shapoorji Pallonji Port Maintenance Private Limited and 39% from Orissa Stevedores Limited. Approval was also granted to sign the Revised Concession Agreement to facilitate the development and expansion of Gopalpur Ports Ltd.
Furthermore, the Cabinet consented to the establishment of the Odisha Ex-Agniveers (Recruitment to Uniform Services) Rules, 2024. The proposed rules are designed to provide ex-Agniveers with substantial opportunities to secure employment in uniform services such as Police, Forest, Excise, Fire, or other services as periodically determined by the government.
The state government ratified a proposal for a 10% horizontal reservation for ex-Agniveers in all Group ‘C’ and ‘D’ positions for direct recruitment in the state’s uniform services. This reservation is in addition to the existing reservation for ex-servicemen, contingent upon meeting the stipulated minimum qualifications for the posts as per the relevant recruitment rules at the time of receiving the Agniveer certificate.
The amendment of the OCS(RA) Rules, 2020 was also approved. According to the current OCS(RA) Rules, 2020, only unmarried daughters and unmarried stepdaughters of deceased government employees are eligible for compassionate appointments, excluding married daughters and married stepdaughters.
Therefore, it has been proposed to modify the OCS(RA) Rules, 2020 to consider the cases of daughters and stepdaughters for compassionate appointments, regardless of their marital status.
