Lok Sabha Speaker Shri Om Birla inaugurated a two-day Orientation Programme for the newly elected members of the Delhi Legislative Assembly.
Addressing the gathering, Shri Birla called upon the legislators to make the Assembly a model legislature, highlighting the high expectations and aspirations of the people from the new government in Delhi.
Shri Birla emphasized that public representatives are accountable not only to the people of Delhi but also to the nation, which closely observes their work. He urged the legislators to focus on the holistic development of Delhi and find innovative solutions to the challenges faced by its citizens. The Speaker highlighted the unique diversity of Delhi, referring to it as a microcosm of India, and reminded the members of their responsibility to cater to the varied aspirations of its population.
In his speech, Shri Birla underlined the significance of upholding democratic values, rules, and procedures while maintaining the highest standards of ethics and conduct. He stressed the importance of constructive dialogue, stating that dissent should be expressed in a dignified manner and urged members to avoid deadlocks within the House.
The Speaker also encouraged the use of technology and artificial intelligence to enhance legislative discussions and decision-making. He highlighted the value of legislative drafting skills for effective governance and public service delivery.
Shri Birla reiterated the critical role of opposition in a parliamentary democracy, calling for a positive and constructive approach. He also emphasized the importance of active participation in committee meetings, describing committees as “mini legislatures.”
Referring to the historic significance of the Delhi Legislative Assembly, Shri Birla reminded members of its role in India’s freedom struggle and the establishment of its democratic framework. He urged them to uphold this tradition and strive to strengthen the Assembly’s legacy.
Prominent leaders, including the Chief Minister of Delhi, the Leader of the Opposition, and other Union Ministers and legislators, attended the event. The Orientation Programme was organized by the Delhi Vidhan Sabha in collaboration with the Parliamentary Research and Training Institute for Democracies (PRIDE).
