Election Commission of India Holds CEO Conference for Nationwide SIR 2025

Chief Electoral Officers Convene in New Delhi to Strengthen Electoral Roll Preparedness

The Election Commission of India (ECI) held its third Conference of Chief Electoral Officers (CEOs) this year at the India International Institute for Democracy and Electoral Management (IIIDEM) in New Delhi.


The conference, inaugurated by Chief Election Commissioner Shri Gyanesh Kumar, alongside Election Commissioners Dr. Sukhbir Singh Sandhu and Dr. Vivek Joshi, focused on assessing the preparedness of CEOs from all States and Union Territories (UTs) for the upcoming nationwide Special Summary Revision (SIR) of the Electoral Roll.

The conference featured a detailed presentation by the CEO of Bihar, highlighting strategies, challenges, and best practices adopted during the SIR process. This served as a learning opportunity for other CEOs to refine their approaches. Each CEO presented comprehensive data on their respective State/UT, including the number of electors, the qualifying date of the last SIR, and the status of the Electoral Roll. They also shared updates on the digitization and online availability of Electoral Rolls on State/UT CEO websites, alongside efforts to map current electors with those from the previous SIR.

A key focus was ensuring no polling station exceeds 1,200 electors, a measure aimed at enhancing voter convenience and efficiency. The ECI reviewed the rationalization of polling stations to achieve this goal. Additionally, CEOs proposed documents to streamline voter registration, ensuring no eligible citizen is excluded from the Electoral Roll while preventing ineligible entries. The Commission emphasized that these documents should be easy for citizens to submit.

The conference also evaluated the appointment and training of District Election Officers (DEOs), Electoral Registration Officers (EROs), Assistant Electoral Registration Officers (AEROs), Booth Level Officers (BLOs), and Booth Level Agents (BLAs). These efforts underscore the ECI’s commitment to a robust and inclusive electoral process.

The ECI’s proactive measures reflect its dedication to ensuring a transparent, efficient, and inclusive electoral system as India prepares for the nationwide SIR.
