The High Level Steering Committee (HLSC), chaired by the Development Commissioner-cum-Additional Chief Secretary, Anu Garg, IAS, reviewed the progress of the three components of the Odisha State Capability & Resilient Growth Policy Programme funded by the World Bank today.
The meeting took place in the conference hall of the Planning & Convergence Department, Odisha.
Attendees included the Principal Secretary of the E&IT Department, the Special Secretary of the P&C Department, the CEO of OCAC, the Executive Director of OSDMA, the Director of DA&FE, the Director of DE&S, the Joint Secretary-cum-Nodal Officer from the Finance Department, the Deputy Director General of the NSO in Bhubaneswar, representatives from the PR&DW Department and DA&FE Department, as well as officers from DE&S and CEFT, XIM, Bhubaneswar, who serve as the Independent Verification Agency for the project.
The Director of E&S, Odisha, delivered a detailed presentation on the achievements and ongoing work for the year 2025-26, particularly under the strengthening of the State Statistical System component of the project. Major achievements include the publication of the Data Dissemination Policy and Implementation Guidelines for Official Statistics, the introduction of Computer-Assisted Personal Interviewing (CAPI) technology for gathering price statistics, and the adoption of the Generic Statistical Business Process Model (GSBPM) to standardise all statistical activities. Furthermore, DE&S is currently developing a data catalog for core datasets and releasing new statistical products as planned for the year 2025-26. The Development Commissioner-cum-Additional Chief Secretary instructed the DE&S team to complete this task by March 2026.
The Joint Secretary and Nodal Officer for the EAP from the Finance Department presented updates on three core result areas: Increasing Social Protection Coverage through Adaptive Delivery Systems, implemented by OCAC and the E&IT Department, and Reducing Losses by Strengthening Disaster Management Systems, overseen by OSDMA and the R&DM Department. The CEO of OCAC reported that the development of the Social Protection Delivery Platform (SPDP) has been completed, and training and socialisation programs for government officials on using the SPDP are currently underway, with a deadline for completion.
The Development Commissioner-cum-Additional Chief Secretary directed both OCAC and OSDMA to ensure the achievement of the Disbursement Linked Indicators (DLIs) set for the end of 2025-26 by the end of this financial year.
