A staggering data revelation has brought the safety and security of vulnerable groups into sharp focus, showing that over 19,000 women and children remain untraced across Odisha.

According to official figures detailing a two-year period, thousands of missing persons cases are yet to reach closure, prompting renewed concerns from civil society and law enforcement.

The Numbers Behind the Crisis

Over the evaluated two-year timeframe, 45,796 women were reported missing in the state. While police and rescue authorities successfully traced and recovered 30,171 of them, nearly 15,000 women remain unaccounted for.

Similarly, the statistics for children present a deeply concerning picture. Out of 20,528 children reported missing during the same period, 15,976 have been successfully rescued and reunited with their families. However, approximately 4,000 children still remain untraced. Combined, the total number of untraced women and children stands at roughly 19,000.

Understanding the Causes of Disappearance

Addressing the root causes behind these incidents, official reports clarify that not all missing cases stem from criminal offences. Disappearances often arise from a complex web of overlapping and multi-dimensional factors, with each case requiring individualised investigation.

Among women and girls, the primary driver identified in many cases is elopement resulting from romantic relationships that face familial disapproval. Other prominent factors include domestic disputes, general relationship breakdowns, and, in severe instances, human trafficking.

To combat kidnapping, abduction, and trafficking networks, enforcement agencies have maintained sustained pressure. Official records indicate numerous arrests under kidnapping and human trafficking charges spanning from 2024 through mid-2026.

Stepping Up the Search: Operation Anweshan

In response to the ongoing challenge, law enforcement has amplified its targeted efforts. Notably, “Operation Anweshan”—conducted between August 28 and September 8, 2026—saw Odisha Police focus heavily on the repatriation of traced and rescued Odia children who had been institutionalised in various states without proper reintegration channels back to their families.

As authorities continue deploying systemic upgrades and specialised tracking programs, experts emphasise that community awareness, swift legal interventions, and robust family counselling remain vital in addressing the root causes of these disappearances across the state.
