​US and China Finalise $30 Billion Tariff Deal, Launch “Super Intelligence” Dialogue After Xi-Trump Summit

The United States and China have reached a reciprocal agreement to reduce tariffs on $30 billion worth of goods traded between the two nations. The landmark breakthrough was finalized following Chinese President Xi Jinping’s three-day state visit to Washington, marking his first trip to the American capital since 2015.


​Alongside the tariff cuts, both nations established a permanent Bilateral Trade Council and launched a high-level dialogue on artificial intelligence, signaling a strategic effort to stabilize relations between the world’s two largest economies.

​Tariff Reductions and Trade Framework

​The new $30 billion tariff-reduction arrangement targets non-sensitive consumer and agricultural goods in both directions.

  • ​US Exports to China: Eligible goods receiving favorable treatment include agricultural commodities, timber, and cosmetics.
  • ​Chinese Exports to US: Favorable tariff reductions will apply to small household appliances, toys, and seasonal decorations.

​The tariff deal builds upon a decision made earlier in the week to extend the existing US-China trade truce by two months through early 2027. According to US Treasury Secretary Scott Bessent, the extension gives negotiators crucial breathing room to hammer out a broader, long-term trade framework. Furthermore, both sides agreed to build upon previous bilateral talks held in Kuala Lumpur and formalize economic policy coordination through the newly minted trade council.

​”This historic visit enriched the constructive and stable China-US relationship, upheld the overall stability of bilateral ties, and opened a new chapter in relations,” stated Chinese Foreign Minister Wang Yi.

​”Super Intelligence” Dialogue & Tech Governance

​In a notable shift in diplomatic phrasing, both governments agreed to officially adopt the term “Super Intelligence” (SI) in place of standard artificial intelligence during formal summit talks.

​The bilateral AI agreement establishes:

  1. ​Regular Risk & Benefit Dialogues: High-level talks scheduled to review the safety, ethical, and economic implications of AI, with the next round set for November.
  2. ​Incident Communication Channel: A direct official hotline to communicate rapidly on technical or national security incidents involving advanced AI systems.

​The high-stakes tech agenda was emphasized during a White House state dinner attended by prominent American tech leaders, including Alphabet CEO Sundar Pichai, Microsoft CEO Satya Nadella, Nvidia CEO Jensen Huang, and OpenAI CEO Sam Altman.

​Multilateral Coordination & Maritime Rules

​The summit produced broader agreement beyond commerce and technology:

  • ​International Gatherings: Washington and Beijing committed to supporting each other’s hosting of upcoming Asia-Pacific Economic Cooperation (APEC) leaders’ meetings and Group of 20 (G20) summits, with both President Donald Trump and President Xi confirming plans to attend meetings hosted by the other nation.
  • ​Freedom of Navigation: Both nations declared that strategic international waterways should remain free from transit tolls or unilateral fees imposed by individual countries or non-state entities.

​While deep structural differences remain regarding supply chain security and export controls, the summit represents a significant operational pause in retaliatory tariff escalation that has weighed on global trade since 2018.
