BDA Vice Chairman Pushes for Timely Execution of Bhubaneswar’s TP Schemes

Dr. N. Thirumala Naik, Vice Chairman of the Bhubaneswar Development Authority (BDA), conducted a comprehensive review of the ongoing Town Planning (TP) Schemes today.


Covering nine revenue villages—Paikarapur, Sijiput, Naragoda, Sahajpur, Tamando, Bijipur, Nuagaon, and Shyamsundarpur—the TP Schemes aim to enhance urban infrastructure systematically.

Significant progress was highlighted during the meeting, with 60 kilometers of embankment roads and 64.9 kilometers of drainage systems completed. Additionally, 29 culverts have been constructed, and bitumen work on a 4-kilometer road stretch has been finalized.

Officials informed Dr. Naik about the ongoing hearings on landowners’ objections and suggestions under the TP-8 scheme for Andharua and Daspur. Further, the BDA has announced plans to introduce 14 new TP schemes in Zone 4 to meet the increasing demand for planned urban development.

Dr. Naik directed officials to accelerate the execution of the TP Schemes while ensuring regular progress assessments. He emphasized the importance of improving the quality of urban infrastructure. Prominent attendees at the review meeting included Khordha Collector Chanchal Rana, BDA Secretary Manas Ranjan Padhi, and Deputy Commissioner (TP) Bhabataran Sahu.

Under the TP Scheme, landowners contribute 40% of their land for urban infrastructure development, retaining 60% in a planned manner. This initiative ensures roads with a minimum width of 9 meters, alongside essential facilities like drainage, water supply, sewerage, and electricity. The scheme significantly enhances the value of the retained land while providing citizens with access to improved infrastructure.

The Comprehensive Development Plan (CDP) 2010 envisions a 64.9-kilometer ring road in Bhubaneswar. Supporting this vision, BDA will implement 45 TP schemes across 58 villages, promoting sustainable and organized development without major land acquisitions.
