Odisha Transport Commissioner Orders Crackdown on Vehicles Without Fitness Certificates

Odisha’s Transport Commissioner has directed all Regional Transport Officers to launch strict enforcement against vehicles repeatedly detected without valid Fitness Certificates at toll plazas across the state.


The directive, issued on July 6, 2026, follows alarming data from the e-Detection portal showing 43,696 challan records for vehicles operating without valid certificates between April and June 2026. Officials identified 11,401 unique vehicles, with 6,635 detected multiple times. Some vehicles were flagged over 80 times, revealing deliberate disregard for road safety laws.

The report lists major toll plazas with high violations, including Bandalo/Manguli (5,281 detections), Pipili (4,816), Sergarh (3,769), and Gudipada/Gangapada (2,807). The Commissioner emphasised that such repeated offences endanger public safety and violate the Motor Vehicles Act, 1988.

Under Section 207, enforcement teams will seize vehicles found plying without valid Fitness Certificates, permits, insurance, or tax. RTOs must issue notices, intercept offenders, and initiate suspension or cancellation of registration certificates under Sections 53, 54, and 55.

The circular categorises enforcement priorities:

  • Vehicles detected 10 or more times — action within 7 days.
  • Vehicles detected 5 to 9 times — action within 15 days.
  • Vehicles detected 2 to 4 times — watch-list within 30 days.

The Transport Commissioner also ordered monthly reviews and accountability reports from RTOs to ensure compliance. Officials warned that ignoring repeated violations would be treated as a serious lapse in road safety enforcement.
