Odisha presented its vision for sustainable and citizen-centric cities at the Urban Policy Dialogues 2025 in Bengaluru, organised by the Indian Institute for Human Settlements.

Smt. Usha Padhee, Principal Secretary of the Housing & Urban Development Department, represented the state and joined as a panellist in the session titled “Addressing Urban India’s Brewing Stranded Asset Crisis.”

She emphasised the importance of urban planning that is climate-resilient, socially inclusive, and future-proof. Moreover, she stressed that investments must withstand demographic and environmental transitions while ensuring dignity and quality of life for every citizen.

“Cities are not just physical constructs — they are living ecosystems of people, aspirations and opportunities. Our approach must ensure cities are future-ready, climate-resilient and designed to deliver dignity and a better quality of life for every citizen,” Padhee said.

During her visit, Padhee also held discussions with the Chief Commissioner of the Greater Bengaluru Authority. Furthermore, the dialogue focused on strengthening governance structures for fast-growing metropolitan regions and building cities as economic engines, innovation hubs, and spaces that foster equitable growth.

Reaffirming Odisha’s commitment, Padhee noted that the state continues to pursue reform-oriented, technology-enabled, and community-partnered urban development. In addition, she emphasised that Odisha’s approach prioritises both growth and liveability, with a strong focus on empowering people through dignity, opportunity, and sustainability.

Ultimately, Odisha’s participation at the Urban Policy Dialogues 2025 reflects its determination to shape future-ready cities that balance development with resilience and inclusivity.
