Trump Imposes Sanctions on Russian Oil Firms Amid India Tariff Tensions and Modi ‘Call’ Claim

The United States has announced new sanctions against Russian oil companies, citing Moscow’s failure to show “serious commitment to a peace process” to end the war in Ukraine.


This marks the first Ukraine-related sanctions imposed by President Donald Trump during his second term in office. The move reflects rising frustration within Washington as efforts to halt the nearly four-year-long conflict continue.

Trump’s Statement on the Sanctions

President Trump shared an official statement on Truth Social, reposting a U.S. Treasury Department release titled:

“Treasury sanctions major Russian oil companies, calls on Moscow to immediately agree to a ceasefire.”

The sanctions target two of Russia’s largest oil producers — Rosneft Oil Company (Rosneft) and Lukoil OAO (Lukoil).

U.S. Treasury Secretary Scott Bessent said,

“Given President Putin’s refusal to end this senseless war, Treasury is sanctioning Russia’s two largest oil companies that fund the Kremlin’s war machine. We are prepared to take further action if necessary and encourage our allies to join these efforts.”

India’s Role and Trump’s Claims

The announcement comes amid Trump’s repeated claims that Prime Minister Narendra Modi has assured him that India will “not buy much oil” from Russia.

During Diwali celebrations at the White House on Tuesday, Trump said:

“I spoke to Prime Minister Modi, and he’s not going to buy much oil from Russia. He wants to see the war end as much as I do.”

Indian officials have not confirmed such a conversation.
Last week, MEA spokesperson Randhir Jaiswal said he was “not aware” of any discussion between the two leaders on this topic.

Trump responded, “If they want to say that, then they’ll continue to pay massive tariffs.” Currently, India faces 50% tariffs from the U.S., half of which are linked to Russian oil purchases.

Global Response and EU Action

Earlier on Wednesday, the European Union approved its 19th sanctions package against Moscow, including a ban on Russian natural gas imports. The EU’s move signals ongoing global pressure on Russia to de-escalate its military aggression.

The United Kingdom has also imposed similar sanctions on Rosneft and Lukoil, aligning with U.S. policy.

What the Sanctions Mean

According to the U.S. Treasury,

  • Rosneft is a vertically integrated energy company involved in exploration, extraction, refining, and sale of petroleum and natural gas.

  • Lukoil operates in oil and gas exploration, production, and marketing both in Russia and internationally.

The sanctions are expected to restrict their access to Western financing and technology, potentially impacting Russia’s global energy exports.

Trump-Putin Meeting on Hold

A planned meeting between Trump and Russian President Vladimir Putin in Budapest has been put on hold.
Trump told reporters, “We cancelled the meeting. It just didn’t feel right to me.”

However, U.S. Secretary of State Marco Rubio said the U.S. remains open to diplomatic engagement, emphasizing that dialogue remains possible despite sanctions.

With growing geopolitical complexities involving India’s energy ties and Europe’s security concerns, Washington’s moves could reshape the next phase of the global energy and diplomacy landscape.
