In a significant move to strengthen leadership in the public health engineering sector, the Government of Odisha’s Housing & Urban Development Department has promoted two senior Chief Engineers to the rank of Engineer-in-Chief, Public Health (PH).
The promotions, effective immediately, are on an ad hoc basis for a period of one year or until recommendations from the Odisha Public Service Commission (OPSC) are received, or until the officers’ retirement, whichever comes first.
The notification, issued on Friday, highlights the elevation of Sri Ratnakar Sial, previously serving as Chief Engineer for Rural Water Supply & Sanitation (RWS&S), and Sri Biranchi Narayan Pradhan, who held the position of Chief Engineer for PH (Urban) in the Office of the Engineer-in-Chief, PH.
Both promotions place the officers in Level-17 of the Pay Matrix under the Odisha Revised Scales of Pay (ORSP) Rules, 2017.
Following his promotion, Sri Ratnakar Sial has been posted as Engineer-in-Chief, RWS&S, Odisha, based in Bhubaneswar. This role will oversee critical initiatives related to rural water supply and sanitation across the state, ensuring continued progress in providing essential services to underserved communities.
Sri Biranchi Narayan Pradhan, on the other hand, has been appointed as Engineer-in-Chief, PH, Odisha, also stationed in Bhubaneswar. His new responsibilities will encompass urban public health engineering projects, focusing on infrastructure development, water management, and sanitation in growing urban areas.
