NHAI Introduces Stricter Monitoring & Penalties for Highway Toilet Maintenance

The National Highways Authority of India (NHAI) has rolled out a stringent monitoring and enforcement mechanism to ensure immaculate upkeep of toilet blocks and public facilities at toll plazas.

Under the updated guidelines, user fee collection agencies are now legally bound to adhere to rigorous service standards across all public-facing infrastructure, including washrooms, toll booths, surrounding operational areas, and directional signboards.

Weekly Inspections and Digital Tracking

To guarantee accountability, NHAI officials will conduct mandatory inspections of these facilities at least once a week. Any identified shortcomings will trigger an immediate show-cause notice directing agencies to rectify issues within a strict timeframe.

Transparency sits at the heart of this new framework. Notices, complete with dated photographs, will be uploaded directly to NHAI’s Data Lake portal. Agencies must respond by uploading proof of corrective action through geo-tagged and visual updates, allowing field units to monitor progress in real-time.

Stiff Penalties for Repeat Offenders

While contractual penalties will apply for standard violations, NHAI has introduced a severe deterrent for habitual non-compliance. Agencies accumulating unresolved deficiencies touching or exceeding 10 per cent of their operated toll plazas will be branded as “non-performers.”

Consequently, these defaulting agencies will be barred from participating in any NHAI bids—including regular toll contracts and civil works—for a minimum of 15 days, or until every pending deficiency is fully resolved. This rule applies uniformly across publicly funded toll plazas and agency-managed locations.

Empowering Citizens via the Rajmargyatra App

This institutional oversight builds upon NHAI’s ongoing citizen-centric initiatives, notably the ‘Clean Toilet Picture Challenge’ launched in 2025. Through the Rajmargyatra Mobile App, highway commuters can report dirty or poorly maintained toilets by submitting clear, geo-tagged, and time-stamped photographs. As an incentive for public participation, eligible vehicle owners receive a Rs. 1,000 FASTag recharge reward for verified reports.

By combining proactive public reporting, weekly official inspections, and strict digital documentation, NHAI is successfully fostering a culture of accountability. These multifaceted measures promise a cleaner, more pleasant, and dignified travel experience for millions of citizens navigating India’s National Highways.
