Bhubaneswar: Special Vigilance Court in Bhubaneswar today rejected the bail plea of suspended IAS officer, Bijay Ketan Upadhyay, who has been arrested on graft charges.
It may be mentioned here that Upadhyay, Director, Horticulture Dept, and Santosh Kumar Pattanayak, Vice President, Government Banking, YES Bank, Bapuji Nagar Branch, Bhubaneswar were arrested by the Vigilance sleuths on December 30 and sent to judicial custody in Jharpada Special Jail in Bhubaneswar.
The accused duo was arrested for demanding and acceptance of illegal gratification of Rs.1 lakh from the authorised representative of SRM Plastochem Pvt. Ltd., an empaneled supplier for the supply of micro irrigation systems to eligible farmers under PMKSY (Pradhan Mantri Krishi Sinchayee Yojana).
According to Vigilance Directorate, scrutiny of Upadhyaya’s bank accounts showed heavy cash transactions. During the period from 2012 to 2019, cash deposits of around Rs.70 lakhs in three Bank accounts of Upadhyaya were traced.
“There has been a trend of multiple cash deposits in split up amounts on a single day and on successive days. Out of total cash deposits of Rs.70 lakhs, cash deposits of around Rs. 22 lakhs relate to Dr. Upadhyaya’s tenure as Director of Horticulture. Money transactions in a number of linked accounts have been found which are being verified,” the Vigilance Directorate had stated in a press note on January 7.
