Over 12.13 lakh unemployed youths have enrolled with various employment exchange offices in the State over the past five years, awaiting job opportunities, as informed by Skill Development and Technical Education Minister Sampad Chandra Swain to the Assembly today.
In response to BJD MLA Sarada Prasad Nayak, the Minister disclosed that 12,13,924 job seekers, including those who have completed class-10, class-12, undergraduate, postgraduate, and technical education, have registered at employment exchanges from 2019-20 to 2023-24 and are awaiting employment as of the end of October.
Swain noted that of the total registrants, 3.19 lakh are graduates, 51,956 are postgraduates, 4.22 lakh are intermediates, 1.80 lakh are matriculates, and 42,916 are diploma holders, all registered with the state’s employment exchanges in the last five years.
Additionally, 74,827 trained teachers, 33,691 ITI graduates, and 14,750 students who have not completed matriculation are also seeking employment in Odisha, he added.
Remarkably, 836 postgraduates in medical fields and two medical graduates are also in line for jobs in the state, according to the minister’s statement.
In the past five years, only 2274 youths have secured employment through these exchanges, he reported.
In a separate statement to the legislature, Swain mentioned that the state government has trained 36,329 individuals through the Placement Linked Training Programme in the last five years (2019-20 to 2023-24), with 15,068 securing jobs.
Furthermore, the Chief Minister’s Employment Generation Programme has trained over 18.42 lakh individuals, making them self-employable from 2014-15 to 2023-24, he stated.
To further foster job creation, the Odisha Skill Development Authority (OSDA) has been conducting job fairs. From 2019-20 to 2023-24, 226 job fairs were held at an expense of Rs 3.80 crore, resulting in the distribution of appointment letters to 1,05,444 individuals, he concluded.

The State Skill Development Authority organizes district-level job fairs to boost employment opportunities. From 2019-20 to 2023-24, 226 job fairs were held, drawing 2,53,216 attendees, with 1,05,444 of them receiving appointment letters, the minister elaborated.
Swain also mentioned that these job fairs resulted in a total expense of Rs 3,80,10,101.
Over the same five-year period, the Skill Development Authority’s Placement-Linked Training Programme trained 36,329 individuals, with 15,068 finding employment subsequently.
Furthermore, under the Chief Minister’s Employment Generation Programme, the Odisha government has trained 18,42,067 youths in the last decade (2014-15 to 2023-24), preparing them for employment and self-sufficiency, added the minister.
