NHAI New Guidelines for Access-Controlled High-Speed National Highways

Uniform standards, stronger safety rules and a 50,000 km vision for India’s next generation of high-speed corridors

India’s next wave of high-speed national highways will no longer be designed on a project-by-project basis.

The National Highways Authority of India has released a single, detailed design framework for access-controlled high-speed National Highways — corridors that are faster and more tightly controlled than ordinary highways, but distinct from full expressways.

The guidelines, issued in line with the government’s Viksit Bharat 2047 vision, are meant to bring uniformity to Detailed Project Reports, tighten safety standards and keep traffic moving without interruption. They will apply to upcoming four- and six-lane greenfield and brownfield high-speed access-controlled national highways.

Until now, there were no separate planning and design standards for these corridors. That gap produced inconsistent DPRs and uneven safety provisions. The new document is intended to close it.

The bigger picture is ambitious: the government wants 50,000 km of access-controlled high-speed corridors to improve connectivity and cut logistics costs. Consistent design is being treated as essential if that network is to function as one system rather than a collection of differently built stretches.

Safety is a central theme. High-speed traffic needs more warning than ordinary highway traffic. The guidelines therefore require advance notification of exits and entries so drivers can anticipate access and egress points instead of reacting at the last moment.

Lane configuration and right-of-way will be tied to traffic volume:

– Up to 15,000 vehicles: four-lane highway and four-lane structures, 60-metre width
– 15,000–25,000 vehicles: four-lane highway and six-lane structures, 70-metre width
– 25,000–40,000 vehicles: six-lane highway and six-lane structures, 70-metre width

Access itself will be tightly controlled. Interchanges with ramps will be provided where these corridors meet expressways, national highways, state highways and important arterial roads, as well as routes serving ports, airports, multi-modal logistics parks, industrial areas and major tourist destinations.

To keep the corridors sealed, NHAI has prescribed a one-metre-high boundary wall along the outer edge. The wall is meant to prevent encroachments, stop unauthorised entry and keep stray cattle off the carriageway — a persistent hazard on Indian highways.

Taken together, the guidelines are less a set of isolated technical notes than an attempt to standardise how India builds its next generation of high-speed roads: same widths for similar traffic, same interchange logic, same safety warnings, and a physical barrier against the informal access that has long undermined highway performance.

NHAI presents the move as part of a larger push for a safer, more seamless and future-ready national highway network. For motorists and freight operators, the test will be whether the new rules produce corridors that feel consistent from one project to the next — and whether the promised advance warnings and sealed edges actually reduce the surprises that make high-speed driving dangerous.
