Bhubaneswar: Chief Secretary Asit Tripathy directed all departments to do the due diligence of the applications in advance for ensuing Promotion Adalats.
The Chief Secretary gave this direction while presiding over all secretaries meeting held in Lok Seva Bhawan conference hall today wherein Principal Secretary, General Administration and Public Grievance, Sanjiv Chopra, outlined the administrative and normative issues regarding promotion Adalat for discussion. Development Commissioner Suresh Chandra Mohapatra advised making proper arrangements in the premises for the smooth conduct of the Adalats.
It was decided in the meeting that as per earlier decisions of Government, the promotion Adalats would be held on 28th, 29th, and 31st January 2020 to consider the cases of the aggrieved employees who were eligible for a promotion by 31st December 2019 but were deprived for some or other reason. The Adalat would sit in 6 places. Principal Secretary S Chopra appraised that for the pension, Adalat applications were invited from aggrieved employees through online portal. The last date for submission of the application was 23rd January 2000. A total number of 8909 applications were received by this date. Considering more number of applications, the committee decided to hear the application in various rounds. In the first phase, 2273 applications would be heard.
Chief Secretary Asit Tripathy directed to send an acknowledgment email to all the employees enlisted for hearing on the above-cited days. The applicants were advised to bring the acknowledgment sent to them by the GA & PG department through email. It was further decided that only the applicants would be allowed inside the Adalat. He or She would present the case by himself. No second-person or lawyer would be allowed to present the case. The name of the applicants enlisted for 1st phase hearing would be made available in public domain under the site “https://gaodisha.gov.in/sites.default/files/extract%20complied%20f.pdf”
Further. It was decided that the next round of Promotion Adalats would be held on 27th, 28th and 29th February 2020. The cases of the applicants not listed in the 1st round would be taken up in that round.
In the first round, six senior officers would hear the applications in six different venues. Chief Secretary Sri Asit Tripathy will hear the cases of Revenue & Disaster Management, Planning & Coordination, Rural Development, Steel & Mines and Forest & Environment at CM-Grievance Cell; Development Commissioner Sri Suresh Chandra Mohapatra will hear the applications of Higer Education, Science & Technology, Public Enterprise, School & Mass Education, Sports & Youth Services, Labour& ESI, Skill Development & Technical Education, Excise, Information & Public Relations at Gopabandhu Academy of Administration; Additional Chief Secretary and APC Sri Pradipta Kumar Mohapatra will hear the applications of Food Supplies & Consumer Welfare, Commerce & Transport, Social Security & Empowerment of Persons with Disability, Water Resources, Works, Fisheries & Animal Resource Development and Cooperation at Krushi Bhawan Auditorium; Additional Chief Secretary Sri Raj Kumar Sharma will hear applications of Women & Child Develpoment, Finance, Energy, Handloom Textiles & Handicraft, Tourism; Additional Chief Secretary Sri Paradeep Kumar Jena will hear the applications of Agriculture & Farmers’ Empowerment, Parliamentary Affairs, Health & Family Welfare, ST & SC Development, Home, GA & PG at SIRD conference hall; Additional Chief Secretary Dr. Mona Sharma will hear the applications of Panchayti Raj and Drinking Water, law, Housing & Urban Development, Electronics and Information Technology, Industries and MS&ME at IDCO 5th floor conference hall.
