Bhubaneswar: In an unprecedented move, Speaker Pradip Amat adjourned the Odisha Assembly for an indefinite period ending the winter session of the assembly 15 days ahead of schedule. The motion was moved after the Appropriation Bill on First Supplementary Statement of Expenditure for the year 2016-17 was passed. The move came soon after a privilege motion was raised against Chief Minister Naveen Patnaik on Thursday.
Government Chief Whip Ananta Das moved a motion in this regard even as the Opposition Congress and BJP objected to untimely end of the session. Deputy Speaker Sananda Marndi announced adjournment of session , only after nine sitting days against a total of 24 working days.
Following the sine die motion in assembly, Opposition party reacted initially by staging dharna under the Gandhi statue in the Assembly premises for a while and further Congress MLAs marched to Raj Bhawan to meet with the Governor and convey to him their sense of outrage over the ‘undemocratic and sudden move’ by the BJD government to end the winter session of the assembly halfway .
Leader of Opposition Narasingha Mishra of Congress said they did not support the motion for adjourning the house as number of issues were pending for discussion while the government decided to end the session unilaterally without consulting the opposition. BJP Legislature Party leader K V Singhdeo also protested the decision and alleged that the government ran away from the assembly fearing Opposition attack.
On the contrary, refusing the allegation of the Opposition, BJD spokesperson Amar Prasad Satpathy said that the decision to adjourn the House sine die was taken with the consent of the all members.
The session had commenced from December 1 and was scheduled to end on December 31.
During this winter session of the Assembly, only four bills including the Odisha Appropriation (No.2) Bill, 2016 were passed and discussion on one adjournment motion was held.
Out of the nine working days, one day of assembly session was dedicated to mourning for Jayalalithaa’s demise. Another day was adjourned for ‘Make in Odisha’ conclave. On the remaining days, lot of pandemonium was created in the house on Japanese Encephalitis in Malkangiri area and ‘black stole’ issue in Sundergarh area.
During the first day of the session, Finance Minister Pradeep Kumar Amat had presented the first supplementary budget for the financial year 2016-17.
