OCCL manager held for misappropriating Rs 3.10 cr

Bhubaneswar: The Economic Offences Wing (EOW) of state Crime Branch on Tuesday arrested a senior manager (Civil) of Odisha Construction Corporation Ltd. (OCCL) in connection with misappropriation of public money to the tune of Rs 3.10 crore.

The accused, identified as Biswajit Biswal has been forwarded to Court of Sub Divisional Judicial Magistrate (SDJM) Bhubaneswar today.

According to reports, Bibhuti Bhusan Sahoo, Company Secretary of OCCL had reported the matter to the EOW alleging that Biswal had misappropriated an amount of Rs.3.10 crores which was entrusted to him for execution of a project work.

As per the plaint, OCCL was entrusted by IDCO in 2017 to carry out construction of Internal road of InfoValley in Bhubaneswar with a cost of Rs 12.90 crores and the work was to be completed by April 21, 2018.

Senior manager Biswajit Biswal was authorised to sign agreement and to complete all other formalities in respect of the work on behalf of OCCL. He was also given charge for constructions of the work by Managing Director of OCCL vide Letter No. 1267 (dt.08.02.2018).

For execution of the work, accounts were opened in State Bank of India, Priyadarshini Market, BBSR and ICICI Bank in the name M/s OCC Ltd., and accused Biswajit Biswal was authorised to operate the accounts.

In the first phase OCCL authorities had transferred an amount of Rs.3.15 crores for execution of work in the account. However, Biswal without executing any work diverted Rs.3.10 crores to other accounts from the firm’s two accounts, leaving balance of only Rs.5 lakhs in violation of rules/guidelines.

Besides, he also failed to give any utilisation certificates and vouchers for diverting the said amount.

EOW has registered a case (18 /2018) under Sections 420 and 409 of the IPC against Biswal for misappropriating public money.
