Bhubaneswar: The investigating committee headed by Public Works Department Chief Engineer Design today submitted its report on Bomikhal flyover collapse.
The committee presented a 132-page report on the mishap to the Chief Minister Naveen Patnaik.
The report has mentioned that the standard operating procedure (SOP) 2013 issued by the department was not followed.
The contractor had not sought the necessary permit before initiation of every portion of the flyover and the engineers were engaged in the work had allowed working without the required permit.
Three engineers have been held responsible for the mishap and will go under department proceedings who were suspended following the collapse of the flyover have been charge-sheeted under Rule 15 of Odisha Public Service Act for gross negligence.
The report of inquiry which was submitted to Chief Minister by the chief engineer of designs and chief engineer of road section under the Works department held executive engineer Dukhabandhu Behera, deputy executive engineer Bansidhar Praharaj and assistant engineer Kishore Kumar Rout responsible for the mishap.
