Bhubaneswar: As part of Bhubaneswar Smart City programme, State Government intends to transform city governance and public service delivery by leveraging technology to expedite which Master System Integrator (MSI), the backbone of the Bhubaneswar Smart Solutions Project has been approved.
The MSI would cost around Rs 585 crore and will integrate services like smart traffic management, parking management, City Wi-Fi, emergency response system, Integrated City Operations and Management Syatem and smart tracking management system for multi-modal city transport and city surveillance under the Smart City Proposal.
The project will be executed over a period of 24 months from the date of signing of contract with a capital expenditure of about Rs. 350 Crores. The tender papers are already out and can be seen in BMC & BDA websites.
The contract will also provide for operation and maintenance of the systems for a period of 7 years from the date of commissioning of the entire system at an operational expenditure of Rs. 235 Crores. The total project cost, therefore, is estimated at Rs. 585 Crores.
This project will have following components:
Smart Traffic Management module: It will focus to reduce traffic congestion and improve journey experience for the Citizens. Projects under this module will include implementation of traffic signalling with area based traffic control, traffic network flow monitoring, variable signage, red light violation detection systems at 25 major intersections and e-challan system. The Road safety for the Citizens is expected to improve through technology driven enforcement of the traffic rules.
Smart Tracking Management application envisions a detailed Computer Aided Dispatch / Automated Vehicle Location (CAD/AVL) System that will provide the tracking, monitoring & dispatch functions for various agencies for about 475 number of public service vehicles inclusive of buses, PCR vans, ambulances, fire service trucks, water tankers, SWM vehicles etc. Citizens will be able to get the Bus related information on their mobile app.
Smart Parking Management System will provide an efficient and customer-friendly parking management system for the city. This will include up to 5500 numbers of on street parking lots and 1500 numbers of multilevel car parking lots. There will be a mobile app for checking availability of parking spaces and booking of same by the citizens.
Emergency Management and Incident Response System (called as Smart Response) will support monitoring of day to day operations of the city and supplement citizen safety. The system will consist of surveillance system through 850 fixed & 150 PTZ CCTVs, 30 Nos. of Emergency Call Boxes to trigger response to emergency services and emergency call center to respond to emergency services. The surveillance system through CCTVs shall be provided at all strategic locations including roads, intersections, near public spaces/buildings, and other critical facilities like Government buildings. Integrated with the 112 Emergency Call, the response to the Citizens in distress will improve considerably.
Under the City Wi Fi component, it is proposed to design and deploy City-wide fiber optic (OFC) network which will serve as City’s communication backbone and provide Wi-Fi Hotspots for easy accessibility of internet for the citizens. A total of 1800 nos. of Wi Fi access points will be installed which shall provide internet connectivity at no cost to the users for 30 minutes or 50 MB (whichever happens earlier) at 2 Mbps download per user per session. This facility will address the digital divide and bring the e-governance services closer to the citizens.
Intelligent City Operations and Management Centre (ICOMC) with video wall to be developed in an area of approx. 40,000 sq. ft. will provide centralized operations control for the city. The Centre shall enable various city agencies to function in an integrated manner to deliver better public service.
Other components include the environmental monitoring sensors, e-governance of the city agencies, improvement in health centers and the Schools through technology, integration with the Common Payment Card etc. The Project will enable delivery of the Citizen services in an efficient and effective manner.
